[netCDF #EXY-936604]: patch netCDF for CDF-5 format

So the issue is purely one of needing MPIO.
So the simplest approach I can think of is
to take the source for the existing pnetcdf library,
convert the mpio calls to posix IO, and bring that library
in-house into unidata.  Is that what is being proposed?
