[netCDF #VJF-538875]: Safe Location for Parallel I/O HDF and NetCDF libraries/software



Hi Bill,

I would recommend sequestering them in a separate directory; otherwise it can 
be difficult to dictate which library is used by netcdf at run and/or compile 
time.
