[netCDF #UWL-778089]: ncgen

When you build netcdf and run "make install", it installs ncgen in the bin/
subdirectory of whatever directory you specified with the --prefix= option
to the configure script.  If you didn't specify an installation locatation with
--prefix, the default is /usr/local, so it would have been installed in
/usr/local/lib/ncgen.  You can check the creation dates on the files in /usr/bin
and /usr/local/bin with

  ls -l /usr/bin/ncgen /usr/local/bin

to see what was just installed and what is jus an old file from a previous
installation.

That shows that you still have an old version of ncgen in /usr/bin, but it was
not installed from netcdf-4.2.1.1 ...
