[netCDF #NRK-175381]: netcdf-4.2.0 compilation failure

Sorry, this appears to be a problem we thought we had fixed, moving the test 
server from port 8080 to 8081 on motherload.ucar.edu.  Please stand by while 
I determine whether the current FTP distribution *still* has a bad URL.  I'll
let you know as soon as it's fixed.
