[netCDF #YEM-450155]: netcdf instalation problem

If --enable-dap-remote-tests is set
in your configure flags, then the tests
will attempt to communicate with some
DAP data servers.  Sometimes, these servers
are inaccessible. So sometimes, if you just
run make check a second time, everything will
work.

There are two other things you can do.
1. If you do not need DAP access, then
   add --disable-dap to your set of configure
   flags; that "./configure ..... --disable-dap"
2. If you want dap access then add the
    --disable-dap-remote-tests to your
    set of ./configure flags.
