[netCDF #LWY-630591]: building netCDF

Sorry, but our Windows expert is out until the middle of August.

You may be able to get something out of this earlier support response, which
dealt with one of the error messages you are seeing:

The situation with netCDF on Windows is currently a problem, due to recent 
refactoring
of the source.  We hope to be able to address it and provide better Windows 
support by 
the end of the year.
