With xlf and xlf90, you have to set the CPPFLAGS environment variable
to -DIBMR2Fortran before running the configure script, as specified
in the installation instructions for MacOS X:

  http://www.unidata.ucar.edu/packages/netcdf/INSTALL.html#macosx

So try running "make clean", the remove the config.cache file, set the
appropriate environment variables including CPPFLAGS, and run the
configure script again, followed by "make all", "make test", and "make
install" (if appropriate). Please let us know if you still see
problems.
