Your file "makefile.log" contained the following:
cd perl && /usr/bin/perl Makefile.PL POLLUTE=0
Unrecognized argument in LIBS ignored: '/usr/local/NETCDF-3.6.2/lib'
Writing Makefile for NetCDF
The reference to the netCDF library must be in the form expected by
the "ld" utility (e.g., "-L/usr/local/NETCDF-3.6.2/lib -lnetcdf").
Set the value of the LIBS environment variable to this and try again.
Do a "make distclean" first.
