I started working on a fix for your Dx/Dy problem, but I ran into another
problem. The test files cosmo_lmk_tsfc.grib and cosmo_lme_tsfc.grib have
timeRangeValue = 13 (octet 21), according to the 388 documentation Table 5,
values 11-50 are reserved, so it's impossible to set the forecastTime.
Without the forecastTime the Grib library can't process the files.
