[McIDAS #NEG-766601]: GOES WEST

I just reviewed the GINIWEST and GINIEAST definitions on adde.ucar.edu and
see that they needed updating.  Please send me your GINIADDE.BAT file so
I can take a look and (possibly) recommend changes.
