Those packets are, undoubtedly, from the Novra. You should verify this,
however, by repeating the tcpdump(1) command with a "-n" option so that the
destination IP address can be seen:

    tcpdump -i <<interface>> -n udp

Because you built the LDM successfully, you likely have all the necessary
packages.
