[LDM #ZSB-314239]: generate unique files

The sequence-number is set by whatever program creates the LDM data-product. The
programs that we created (pqinsert(1), pqing(1), etc.) all start at 0 and 
increment
by one for each successive data-product. Because the sequence-number is a 32-bit
unsigned integer, it will eventually loop-back to 0. I assume the NWS either 
uses
one of our programs to create the data-products or does the same thing.
