[LDM #MIY-170840]: One of our two LDM servers is having problems

Note that the latency for the IDS|DDPLUS feed on gradsusr.org is low as one 
would
expect:

http://rtstats.unidata.ucar.edu/cgi-bin/rtstats/iddstats_nc?IDS|DDPLUS+gradsusr.org

So, the question goes back to why the latencies being experienced on 
colaweb.gmu.edu
are so high?
