[LDM #CWA-506895]: Bug in LDM 6.13.7

Hi Gilbert,

Quick comment from the peanut gallery:

I just logged onto weather.admin.niu.edu as 'ldm' and verified
that 'ldmadmin watch' worked as expected.  I then became user
'mcidas' and '~ldm/bin/ldmadmin watch' also worked without
any problems.

Given this simple test, I suspect that there is something in the
environment for user 'sebenste' that is causing the problem.
