[LDM #JXN-827520]: pact metar2nc failure

Changing the <datadir-path></datadir-path> setting in ~ldm/etc/registry.xml
to the HOME directory of the account in which the LDM is installed will return
the setup to what it was in the past before the LDM registry concept.  If
you will recall, then typical setup back then was for there to exist:

~ldm/data     - this could be an actual directory or a link to a directory on
                a local file system (not an NFS mounted one) where there is
                enough room to store the data to be saved

~ldm/logs     - again either an actual directory, or more commonly something
                like a link to a ~ldm/data/logs directory

If you are intending to revert back to/use the ~ldm/logs setup, you will need
to edit the 'syslog' configuration file (e.g., /etc/rsyslog.conf) and change
the fully qualified path to where LDM log files are written.
