This 'notifyme' output confirms that Michael's LDM is not able to contact
fred.ssec.wisc.edu.  Since there is no denying of the connection attempt
indication, I feel safe in saying that it is not a case of the feed
request being denied. It does not, however, say where the problem actually
is.

Given Jerry's comment about other NOAA sites being able to feed from 
fred.ssec.wisc.edu,
I would guess that the problem is on Michael's machine or in his environment and
either case would point at a firewall blocking outgoing requests to port 388.  
We
have seen this with other NOAA LDM installations.
