[LDM #PMU-379721]: Building LDM as non-root user on OpenSuse 11.3

In order to work-around the problem with file /etc/rsyslog.conf, make that file 
world-readable.

If you install the LDM without superuser privileges, then logging won't work 
and downstream sites will be unable to get data from your LDM automatically.
