[Support #LSJ-519536]: LDM log rotation

The "syslog.conf" file doesn't appear to contain an entry
for LDM logging.  See
"http://www.unidata.ucar.edu/software/ldm/ldm-current/basics/preinstallation.html#syslog.conf";

How is it that LDM log messages are going to the LDM log file
without an LDM entry in the "syslog.conf" file?
