[LDM #ZLM-446092]: allow entry on ldmd.conf

Use something like

    ALLOW NEXRAD2 ^131\.89\.(19[4-9]|2[0-5][0-9])\.[0-9]{1,3}$

This will also match some impossible IP addresses that will never
be encountered (but who cares? :-).
