[LDM #AGV-224314]: stateRead(): Couldn't open "/usr/local/ldm/etc/pqact.conf.state"

I assume that your LDM is receiving and processing data, notwithstanding the
log messages in question.

The messages don't indicate a problem.  The files in question record the last
successfully-processed data-product for the "pqact" configuration-file with a
similar name.  For some reason, those files were deleted on your system, in 
which case the associated "pqact" process will simply start with the most
recent additions to the product-queue.

One thing to note, every "pqact" configuration-file should have one and only
one associated "pqact" process.
