[LDM #WSP-283484]: latency between receiving and writing NNEXRAD

Where are you getting the NNEXRAD data?  If from an upstream LDM, then
what does a "notifyme -vl- -f NNEXRAD -h <<remote host>>" show when
compared to a "notifyme -vl- -f NNEXRAD"?
