[LDM #OLD-521702]: Working with another SCOOP partner

Assuming that host 142.176.61.164 is the one in question, then
you don't have an ALLOW entry for them that overlaps their
REQUEST entry for {EXP, "^[DW]"}.  Check the relevant ALLOW
entry.  Are you using their IP address?  Is there any overlap?

Assuming that your log entry is correct, then they are able
to connect to your LDM -- they're just not allowed to
receive anything.
