On second thought, this is a feature rather than a bug.  If an empty
pqact.conf file were allowed, then the LDM system would be less
efficient because the pqact(1) process would still be wakened by the
operating system for every data-product that was inserted into the
product-queue (even though nothing would be done with any product).
This kind of "heavy" context switching uses a lot of system resources.
It's much better to disallow such a configuration-file and to,
consequently, force the user to comment-out the (now unneeded) "EXEC
pqact" entry in the LDM's configuration-file.
