[IDV #HCU-216732]: wrf geography file not opened

This nc file is really bad formatted, not followed any convention. The IDV is a 
visualization tools for the geo located dataset, it does require coordinate 
system in the dataset in order to display the data in the map view window. You 
can use the IDV to check the dataset. Another software is named "ToolsUI" is 
also very useful to check the coordinate system of the dataset.
