[IDV #VTX-233380]: wind barbs do not scale correctly



HP-

I checked in a fix tonight which should allow you to use the skip in the 
control instead of having to skip at the data source level.  This was a 
longstanding bug in the IDV, so thanks for the test case.  Sorry it took so 
long to find and fix.

The fix should be in tomorrow's nightly build.  Please let us know if you still 
have problems with this.
