[IDV #WKL-264902]: FNMOC Grib2 file cannot be opened

Hi Kevin,

This has to be put on the TODO list.

Unfortunately, currently the CDM does not support this type of ensemble, nor 
does the IDV. Moreover, it is also a significant chunk of work in the IDV to 
visualize these data. We will have to get back to this important topic when 
there are sufficient resources to tackle this issue.
