[IDV #EYQ-299671]: Can`t load backgroud screen in xidv

Hi, 
   I noticed that you has been running IDV a lot, it is very good to see a 
Chinese user from SCQX running our software. I was in Chendu last summer 
visiting my friend. The problem here is the map server was down, and it is a 
NOAA server not in our control. I would suggest you install the Map of China in 
our plugin manager to get a better map than those from NOAA server. 
TO do that: Tools > Plugin Manager, and in the available plugins, select Maps > 
China Maps, after click the plus sign, you need to restart the IDV and this map 
will be available.
