[IDV #IQP-143082]: Exception with surface observational data

Howard,

I think I got this fixed now. There was a very tricky timing issue where the 
garbage
collector kicks in and messes things up.

Attached is a new local-visad.jar file. Can you copy it into your IDV release 
area
and try running again?
