[IDV #FGK-734512]: How to write city locations file?

A correction to my previous message:

You need to put the following in your XML file:

<?xml version="1.0" encoding="GB2312"?>

The GB2312 supports the chinese characters.

Also, the default font will not display the Chinese characters.
If you use the Layout model instead of the predefined layout,
the Chinese characters will plot.   You may have to play around
with the font size to get them to plot clearly.
