[IDV #GKH-525804]: problelms accessing data on noaa server

This doesn't sound right. The server doesn't try to connect back to the client 
on a random port. The IDV opens a connection to the ADDE server (probably on 
port 112, 
see:http://www.unidata.ucar.edu/support/help/MailArchives/mcidas/msg02711.html),
 makes the request, gets its data and then closes the connection. This is just 
like a web browser making a connection to an external web server on port 80.
