[IDV #WTP-621674]: weather text product display

It was not there, but it is now.  However, two different products
come out under the SXUS51 KBTV header and you'll get one or the
other if you use the latest.  Using a longer time search will allow
you to toggle between the two.  I'm testing a fix that will further
refine the search by the AFOS PIL (e.g. HYD) and it seems to be
working.  It will be in the next nightly build.
