If reverse DNS exists for weather.southalabama.edu, then yes, it
it is covered by the blanket ALLOW.  A quick check using 'nslookup' shows
that reverse DNS does, in fact, exist for this machine:

It is the case that there is reverse DNS for weather.southalabama.edu,
and because of the reverse DNS the machine will OK feed REQUEST(s)
under the blanket '.edu' ALLOW.
