You are correct, the intended purpose of the EDEX server would violate
the redistribution restriction on LIGHTNING data.

You will need to inform John of the lightning redistribution policy
that is in place.  It would probably be easiest to reference the
web pages we maintain that spell out the policies imposed on the
use of the data by their respective vendors:

In the 'Data Feeds' section, you will see three tabs whose information
content was provided by the lightning data vendors.
