OK.  The data delivered in the IDD is encoded according to the WMO standards.
Here is an example of this will look like:

This is not what your user is indicating that is wanted/needed, so
someone there will need to decode the data and then format it into
the FSL raob format.

Just so you know, none of the decoding packages we make available
provide output in FSL format directly.  All of the packages can
decode the data and then output desired fields as ASCII text.

The other possibility for your user is to access the decoded data
from one of the THREDDS/ADDE servers that we maintain (e.g.,
motherlode.ucar.edu, adde.ucar.edu, adde.cise-nsf.gov, etc.).
Using a package like the IDV or McIDAS, one can get ASCII listings
of the data.  It would then be up to the end user to reformat
into the form that is desired.
