[Support #RWW-486743]: idd.geo.nsf.gov?

idd.atm.geo.nsf.gov is up, but it is not available for IDD relay.  We
were informed by the NSF IT group that the machine needs to be moved
to a different subnet, so we were waiting to do the move before putting
it back into service.

Hmm... the LDM on bigbird should _not_ exit because it can't connect
to idd.geo.nsf.gov.  It _should_ produce a lot of log messages (once
every minute), but this should result in nothing more than a larger
log file.

I am CCing Steve Emmerson on this situation for comment/review.
