20021205: nexrad backup site

I setup atm.geo.nsf.gov to allow these feeds for any machine on the
msrc.sunysb.edu subnet (the machine listed in our site contact list is
atmsci.msrc.sunysb.edu but I can not ldmping it).  Please let me know
if your IDD/LDM machine is different.

Also, we have:

as the SUNY Stony Brook site contact.  Please let me know if this should
be changed.

Tom,

Thanks for the radar backup today. I am now the site contact, since Dave
will be graduating soon and I administor the ldm now. Please change the
machine name from atmsci to thunder.msrc.sunysb.edu.
