[GEMPAK #IEU-412239]: broken link

Hi-

The correct link is:

http://www.unidata.ucar.edu/cgi-bin/gempak/manual/variables_index?sfparm

I'll notify NSSL to change their page. We did away with PHP scripts
a couple of years ago because of security concerns.
