[Support #CPK-151666]: Quickscat for Vietnam

Quang,

the end time "last" will use the current system time and search back 4 hours
for data.
To use the data in the tar file I sent yesterday, use an endtime of
060911/2300, eg:

QSCT =
qbuf|060911/2300|6;12;18;24;30;36;42;48;54;60|30;6;26;24;21;23;5;17;8;14|31;31;31;31;31;31;31;31;31;31|.2;.4;1;5|0|1|1|Y|Y|Y|Y|Y

I was able to plot the data in GPMAP using that configuration. When you have
set up your realtime data
from the LDM, the use of LAST will work (provided there is a satellite swath
over your GAREA in
that last 4 hour window.
