Mike,

It appears that you downloaded daily averages from CDC, instead of the 4x per 
day files.

You will find on that page the sentances:

Availability and usage restrictions:

  * By anonymous FTP:
     o 4x daily data are available from ftp.cdc.noaa.gov in 
/Datasets/ncep.reanalysis/pressure/.
     o The 4x data files are quite large, so you may only be able to download 
them if you have a fast network connection.
     o Daily averages are available from ftp.cdc.noaa.gov in 
/Datasets/ncep.reanalysis.dailyavgs/pressure/

The FTP link I used to download the shum data from CDC is:
ftp://ftp.cdc.noaa.gov/Datasets/ncep.reanalysis/pressure/


Also note, you have 12 months of data in your GEMPAK file. That would 
eventually cause a 
problem with the 1000 times allowed in the file when you have the 4x per day 
data.
As I mentioned previously, you can use the YYYYMM template in the file name so 
that the 
decoder creates the appropriate monthly files:
*dcreanal shum.1978.nc YYYYMM_shum.gem

That will create output files 197801_shum.gem through 197812_shum.gem. Repeat 
for all files to
decode.
