20050118: gempak to shape

Patrick,

GEMPAK has a VG device driver that creates geo-referenced objects that are
used in NMAP2, and can be plotted in gpmap using the VGFILE parameter.
These are used in the product generator and provide a set of primatives as well
as more specific objects which are used in operation products such as
watches, warnings, sigmets etc. It is possible that one could use that as the
basis to write something that would store the shapefile polygons, and other
attributes;
but none exists at this point in time.
