The image (from satfil or radfil) will always be at the bottom, and not on top).
Also, the image is only drawn with clear=y.
The only way to put an image on top would be to create separate gifs (using the
rad projection and clear=no for the one without the image, but so the 
projections
match exactly). Then, you could use Imagemagick's combine (or other
suitable package) to put the one image ontop of the other. That would
be outside of GEMPAK.

Sure. You can run programs with different projections, number of grid points
etc for overlays. There is nothing in GEMPAK that prevents you from even using
a completely different projection on an overlay.
