20021216: GARP model level buttons

Nancy,

Garp processes the input model file for levels on the selected vertical
coordinate using the most recent file (eg, if you have more than 1 MM5 file,
it will only open up one of the files). The Coordinate selection popup
uses the vertical coordinates listed in the vcoordkeys & vcoordlabels
of the config file. When you select the levels, the selection widget
will use the levels available for the selected coordinate only.

One limitation here is that if your most recent file has fewer levels
because it is not yet complete, then you will not see them in
the selection widgets.

On the other hand, the NMAP2 gui uses the restore files referenced in the
$GEMTBL/nmap/mod_res.tbl, and therefore is not dynamic. Rather, you can create
specific products based upon levels you know are in your data set.
