20020207: Grid to large for dcgrib

You likely won't have to change MAXGRIBSIZE in decode_grib.c
since that is the size of a bulletin that is read.

The other changes in gemprm.h and MCHPRM.* would be needed.
You would want to do a complete "make distclean"from $NAWIPS
to remove all files in $GEMLIB (they all heave to be recompiled for
the new array sizes).

I didn't find the product that interesting to change the defaults
in GEMPAK.
