Robert,

If a radar is in precip, or storm mode, you will see the N0S & NTP products
(eg no storm relative winds or total precip if the radar is in clear air).
You can quickly generate a nexrad.tbl file for stations which have a N0S 
within a certain time period. A quick string compare of
file names would show files whose times are greater than a given file name.

Some radar sites do not switch to precip mode (especially in winter)
when there are valid and interesting reflectivity values. For example,
here most snow storms are observed in clear air mode.
