Greg,

dcgrib (and dcgrib) need the location of $GEMTBL, which you can
either set as an environmental variable in the script (this is what
sourcing Gemenviron does in an interactive csh session),
or add a command line option to the incovation of the decoder:
-e GEMTBL=path
