20001019: 20001013: GEMPAK 5.6 available

Tom,

GEMPAK 5.6 is based on NCEPs release of GEMPAK 5.5 patch level D.
This is the release number that we agreed on with NCEP. The development 
on GEMPAK at NCEP is ongoing.
