20000927: Climate related products

Glenn,

The vector related chapters will be found under $GARPHOME/fdf/vector.
The vector/ruc211 directory has 1 chapter called General, and
in that are functions:
Qn Qvec_geo Qvec_ms-1 Qvec_n Qvec_s ThermWind

Those are the functions that should be available in the pulldown if you use
that modelkey. If you have other functions to add, you can do that in your own
chapter,

Don't know about #2 regarding Garp. There is a climo field in the mrf mos of
course.

All NWX configurations are in the $NWX_TABLES directory.
The master.tbl file will have the locations and file extensions for the data
files.
I added metar to pull up bulletins which have the raw observation within it.
You can pull up individualt TEXT and SPCI bulletins that are stored in surface
files
by the dchrly decoder using sflist.
