We provide GEMPAK to the University of Michigan as with other educational 
institutions.

Typically, the NWS offices obtain GEMPAK through the SOO/SAC program
while other NOAA groups such as SPC, MPC, TPC etc generally obtain the
software from the developers at NCEP. Have you contacted either
of those sources?
