The gribtonc, gribtocdl code is now being deprecated because it only deals with Grib1 type files. There is a Java program that
will do the conversion for you. The Java library has many more options also. The general Decoder information is located at:
http://www.unidata.ucar.edu/software/decoders/
and the information to do a complete Grib conversion netCDF is located at:
http://www.unidata.ucar.edu/software/decoders/grib/grib2netcdf
