I thought I answered this question but I can't find the answer. The problem is there is no paramater table
available for center 38 subCenter: 0 number: 0 center 38 is Beijing (RSMC). You need to contact the data
provider to find out what table they are using for their data. Then I can add it into the code, without
knowing the correct table the parameter references could be wrong
